Once the massacre begins, Lelouch cannot undo the command and cannot publicly explain what happened. He kills Euphemia, brands her as the symbol of Britannian cruelty, and uses the catastrophe to ignite rebellion. It is one of the defining Lelouch choices: the original disaster is accidental, but turning Euphie's death into revolutionary fuel is deliberate.
