The Civilian Population Changes the Meaning of Every Military Decision

Captain Global cannot think only like the commander of a warship. Every maneuver, retreat and battle also carries a city full of people who need food, housing, work and some reason to believe there will be a life after the next attack.
Why it matters
That burden is one of the differences between the Macross and the Zentradi fleets pursuing it. One side carries a civilian society into battle. The other has almost forgotten what civilian society is.
