Cerberus wakes when Sakura opens the Clow Book and immediately places the recovery of the escaped cards in her hands. His job is to identify and prepare a candidate who can inherit Clow's magic, not to make the final decision himself. Kero therefore spends most of the series as Sakura's teacher, partner, and occasionally very loud roommate while the existence of a second guardian remains hidden.
Why it matters
Kero choosing Sakura starts the story, but his confidence in her cannot bypass the test Clow Reed built into the deck.

Kero's small body is not his complete form. Capturing Firey restores part of the power connected to Cerberus, and the final capture of Earthy completes the return. By episode 45, Sakura is no longer standing beside a tiny winged mascot. Cerberus appears in his full guardian form just as the Final Judgment begins.
What changed
Recovering the deck restores the guardian as well as the cards. The cute guide from Sakura's bedroom is revealed as one half of Clow's original system.
Sakura Passes Without Beating Yue Into Submission

On her second chance, Sakura's wand changes and Windy answers her in a way Yue can no longer simply reverse. She restrains him, but the decisive moment is not a finishing attack. Sakura recognizes Yue's attachment to Clow Reed and asks for a relationship built on trust rather than fear. Yue ends the trial and accepts her as the new master of both guardians and cards.
What changed
Sakura succeeds by becoming a different kind of master from Clow, not by imitating Clow's power. That difference becomes the foundation of the Sakura Card arc.
