Naruto completes the Rasengan's unfinished nature transformation by adding Wind Release and shaping the result into a spinning shuriken. The microscopic wind blades attack the target's chakra network and cells; early close-range use also damaged Naruto's own arm badly enough that Tsunade ordered him to stop using it in that form.
