HIROMI YAMAZAKI
HY
A huge, soft-spoken officer from Okinawa whose size creates the cruelest joke in the entire Labor unit: Hiromi is too big to fit comfortably inside an Ingram cockpit. He instead drives Unit 1's carrier and becomes the steady, kind presence behind Noa and Asuma in the field. Off duty he raises chickens, grows vegetables and helps keep the isolated Section 2 headquarters fed. Patlabor repeatedly gets comedy out of how intimidating Hiromi looks and how completely that appearance fails to match the shy, gentle man underneath.

Open →Patlabor introduces giant police robots and then immediately makes Noa learn that Division 2 is mostly a workplace.
Episode 3 is the mission statement: a police boat is stuck, Ohta sinks an Ingram trying to help, Sakaki comes back at exactly the wrong moment and everyone spends more energy hiding the mess than looking heroic. Later the unit can be defeated by a missing food delivery, investigated by its insurance company, or driven underground because somebody is stealing chickens.

How you can tell
The show keeps returning to maintenance, paperwork, meals, bad logistics and coworkers who know one another's habits too well.
Why it matters
Those episodes are not interruptions between the 'real' Labor fights. They are what makes the Phantom and Griffon stories matter. When Division 2 gets into genuine trouble, you already know what these people are like on an ordinary Wednesday.
The Hokkaido Case Makes Noa See Alphonse From the Ground
Open →At the Sapporo Snow Festival, Noa meets a boy who once loved Labors until one destroyed his home. That forces her to look at the kind of machine she loves from the perspective of somebody standing underneath one when things go wrong.
The episode does not make Noa stop loving Alphonse. It complicates the love. A Patrol Labor can be a partner to the pilot and still be a huge piece of industrial machinery to everyone around it.

What changed
Noa's bond with the Ingram starts becoming more mature when she has to include the damage a Labor can cause in the same picture as the joy of piloting one.
