Patlabor: The TV Series · Supporting / Detective and Goto's Reluctant Investigative Accomplice

A veteran Metropolitan Police detective and one of Goto's oldest investigative contacts. Because Goto's own post does not give him ordinary criminal-investigation authority, Matsui often becomes the pair of legs that turns the captain's suspicions into actual police work. He knows perfectly well when Goto is flattering or manipulating him into another unofficial favor, complains about it, and usually helps anyway. During the Griffon investigation his patient legwork provides an important human-scale counterpoint to all the giant machines smashing into each other.

Goto Usually Wins by Letting Everyone Else Arrive at His Answer

Open →
Goto almost never gives Division 2 the answer because watching them arrive at it tells him whether they can be trusted with what comes next.

The SRX-70 case is a good example. He does not yell 'Schaft conspiracy' the moment the prototype arrives. He lets the strange maintenance restrictions, Asuma's technical instincts and Nagumo's position expose the problem. When somebody starts threatening Goto personally in episode 17, the joke is that the supposedly lazy captain is still the person who understands the game first.

The Phantom and Griffon investigations use the same rhythm. Goto asks just enough, waits just long enough and moves only when the people around him have revealed what they know.
How you can tell
When Goto sounds least concerned, check who he has quietly sent somewhere else.
Why it matters
His real skill is not secret super-detective genius. It is knowing people, institutions and timing well enough to make other people's decisions useful.
