Yomiko Readman would rather be buying books, reading books, or finding somewhere to put the books already consuming her apartment. That makes the other half of her life wonderfully strange: she is "The Paper," a field agent for the British Library Special Operations Division who can manipulate ordinary paper into shields, blades, ropes, aircraft and whatever else the situation demands.
Yomiko is absent-minded and awkward until something she cares about is threatened. Then the hesitation disappears. The OVA repeatedly builds its action around that contrast. Her ability is formidable, but what makes Yomiko dangerous is the speed with which she invents a new use for it.
Books are not decoration around her character. Her attempt to protect The Undying Love pulls her into the I-jin crisis in the first place, and her attachment to Nancy eventually matters more to her than Nancy's betrayal. Yomiko begins the OVA chasing a stolen book and ends it trying desperately to save a person.

Her fights rarely repeat the same trick. Against one opponent paper becomes protection. Against another it becomes a weapon. When Otto Lilienthal takes the fight into the sky, Yomiko answers an aviation pioneer by building an enormous paper aircraft.

Yomiko is powerful because her ability is flexible, but the fun comes from her imagination. R.O.D treats paper less like ammunition and more like a language she already knows how to speak.

Yomiko lives in Jinbocho, Tokyo's famous book district, which is about as close as she could get to designing a neighborhood around herself. Her home is so overwhelmed by books that ordinary living space has almost surrendered to the collection.
That is not merely a joke about an eccentric protagonist. Before the OVA asks the viewer to accept Yomiko as a secret agent called The Paper, it establishes something more basic: she genuinely loves books to an unreasonable degree.

The British Library Special Operations Division treats rare books as matters of international security. Joker directs the organization from London while agents such as Yomiko Readman, Nancy Makuhari and Drake Anderson are sent into the field when a manuscript becomes dangerous enough to justify espionage, military support or both.
R.O.D never acts embarrassed by the premise. A stolen book can trigger the same response another spy story would reserve for a stolen weapon, and the agents pursuing it may include a woman who controls paper and another who walks through walls.

Why it matters
The British Library gives the OVA its entire tone. Books are not sitting safely behind glass while the action happens elsewhere. Books are the reason the spies, historical clones and governments are fighting in the first place.
