TOBIRAMA SENJU SPOILER!
TS
Tobirama Senju is the Second Hokage and Hashirama's younger brother, a practical leader whose suspicion of the Uchiha becomes part of the village's long-term problems. He created or developed several techniques that later generations make famous, including the Shadow Clone, Flying Raijin and Edo Tensei. That last invention becomes especially bitter when the Fourth Shinobi World War is filled with dead shinobi brought back through a technique Tobirama himself considered dangerous. Orochimaru reanimates him alongside the other Hokage during Sasuke's search for answers. In battle, Tobirama's speed, analysis and teleportation make him a crucial partner to Minato and Naruto. Outside it, his arguments with Hashirama and Sasuke expose how fear can become policy even when the stated goal is protecting the village.

FORBIDDEN JUTSU & THE PRICE OF POWER //
Open page →Flying Thunder God Is Lethal, Secretive and Difficult — but that alone does not make it forbidden.
Flying Thunder God is one of the most dangerous techniques in the franchise and its Second Step turns teleportation into an almost impossible-to-react-to ambush. That does not automatically make it kinjutsu. Rank, rarity, lethality and forbidden status are different classifications.
Why it matters
A jutsu can be difficult enough that almost nobody can use it and deadly enough to decide wars without the shinobi system formally prohibiting the technique itself.

The 80,000-strong Allied Shinobi Forces combined all elemental natures to trap and assault the resurrected Ten-Tails under Shikaku Nara's strategic direction.
The Breakdown
The Ten-Tails evolved into its bipedal form, firing a long-range Bijuudama that wiped out the Allied HQ in Amegakure. The Four Reanimated Hokage arrived to erect the Four Red Yang Formation barrier, halting its destructive radius.
Fourth Shinobi War Saga · Wasteland Front · Alliance Victory (Juubito Defeated)
Obito absorbed the Ten-Tails to achieve god-like Jinchūriki form, rendering standard ninjutsu useless via Truth-Seeker Orbs. Naruto (Senjutsu Kurama Avatar) and Sasuke (Susanoo-Armored Kurama) combined forces.
The Breakdown
Tobirama and Minato used Flying Raijin to teleport Senjutsu-infused Rasengans directly past Obito's Orbs. The entire Allied Force grabbed chakra ropes to pull the nine Tailed Beasts out of Obito's body, stripping him of the Ten-Tails.
