Emperor Beld rules Marmo and drives the War of Heroes by launching a campaign to conquer Lodoss. He is not an inexperienced tyrant hiding behind an army. Beld is one of the legendary Six Heroes who helped defeat the Demon King decades earlier, making his descent into conquest more tragic than the role of ordinary villain. His black Demon Sword, Soul Crusher, stands opposite King Fahn's Holy Sword, and the war eventually brings the former comrades together as enemies. Beld defeats Fahn in their duel, but Karla immediately intervenes to keep Marmo from becoming dominant, killing Beld before his victory can decide the island's future. His death leaves Ashram carrying Marmo's cause.

The Scepter of Domination

The Scepter of Domination is the relic Ashram believes can finish Beld's dream of uniting Lodoss. Wagnard describes it in the simplest possible political terms: Beld's sword can rule Marmo, but the Scepter can rule the island.

That promise is why Ashram enters Fire Dragon Mountain despite Shooting Star, and why the relic becomes more dangerous after Wagnard steals it. Its value is not limited to commanding armies. In Wagnard's hands it becomes a source of power for the ritual surrounding Kardis.
What changed
The Scepter begins as an answer to the question 'who will rule Lodoss?' and ends as proof that some forms of power are more dangerous than the political dream that sent people looking for them.

Holy Sword and Demon Sword

The Holy Sword associated with Fahn and the Demon Sword carried by Beld survive their original owners and become physical pieces of the old generation's conflict. Ashram inherits Beld's blade. Parn is entrusted with Fahn's sword before the journey to Marmo.

At the altar beneath Marmo, the swords matter for more than symbolism. After Ashram falls, Parn uses the opposing blades together to break the magical hold surrounding Deedlit and stop the resurrection from claiming her.
Why it matters
Fahn and Beld could not reconcile what they wanted for Lodoss. Their swords finally work together in Parn's hands. The image is almost too neat, which is exactly why it works.
