Emperor Beld rules Marmo and drives the War of Heroes by launching a campaign to conquer Lodoss. He is not an inexperienced tyrant hiding behind an army. Beld is one of the legendary Six Heroes who helped defeat the Demon King decades earlier, making his descent into conquest more tragic than the role of ordinary villain. His black Demon Sword, Soul Crusher, stands opposite King Fahn's Holy Sword, and the war eventually brings the former comrades together as enemies. Beld defeats Fahn in their duel, but Karla immediately intervenes to keep Marmo from becoming dominant, killing Beld before his victory can decide the island's future. His death leaves Ashram carrying Marmo's cause.

Under Emperor Beld it is not presented as a loose nest of monsters but as an organized military state capable of taking fortresses, occupying territory and fielding commanders like Ashram. That makes the threat larger than any single villain Parn can defeat on the road.

Why it matters
Marmo changes shape during the OVA. It begins as Beld's invading empire and ends as the ground where Ashram, Wagnard, Karla and the forces around Kardis collide.
Beld is remembered as the Dark Emperor, but the OVA gives him enough history to keep him from being a disposable conqueror. He once fought beside Fahn. By the present day he believes Lodoss should be united under one ruler and is willing to burn his way through kingdoms to make that happen.
His power is both personal and symbolic. Beld is a formidable swordsman, carries the Demon Sword, commands Marmo's armies and inspires absolute loyalty in Ashram. When he defeats Fahn, it looks for a moment as though his version of Lodoss may actually win.

What changed
Beld's death does not erase his ambition. Ashram inherits the sword and spends the rest of the OVA trying to carry something of Beld's dream forward.
Ashram begins as Beld's most frightening field commander and becomes much more important after the emperor's death. He takes up Beld's Demon Sword, assumes leadership in Marmo and chases the Scepter of Domination because it offers a way to complete the dream Beld could not.
What separates Ashram from Wagnard is loyalty. Ashram wants power, but his ambition is tied to the man he served and to a warrior's idea of rule. Wagnard treats Marmo, Ashram and everyone around him as material for a resurrection ritual. Their alliance can never remain stable.

Why it matters
Ashram is Parn's rival because both men inherit unfinished legacies. Parn carries his father's armor and Fahn's example. Ashram carries Beld's sword and Beld's ambition.
Wagnard works beside Beld's regime without sharing Beld's political goal. While armies fight over Lodoss, Wagnard is listening for something older beneath Marmo: Kardis, the goddess of destruction. His plan requires power, relics and a high elf sacrifice, which makes Deedlit a target long after the War of Heroes itself has ended.
He is dangerous because every temporary alliance is only useful to him until the next piece of the ritual is in place. Ashram seeks the Scepter to rule. Wagnard wants it because it can amplify the power he needs for resurrection.

Beld wants to conquer Lodoss. Wagnard is willing to risk destroying it. That difference is what turns Marmo's internal power struggle into the OVA's final crisis.
