Belldandy's younger sister is a gifted mechanic who comes to Earth determined to bring Belldandy home. Jealous of the time her sister gives Keiichi, Skuld initially treats him as a problem to remove and even sabotages his motorcycle. The bugs are not random slapstick once episode four starts. Physical nonsense around the temple is the visible symptom of a heavenly system problem that has become attached to the couple.
Urd and Skuld's answer to Belldandy's recall is not an approved repair. They calculate and construct an Ultimate Magic Circle because the sealed energy feeding the system failure cannot be removed by their ordinary debugging work.
Using it without authorization is a serious violation, and both sisters know that before they activate it. They do it anyway because fixing the system has become inseparable from keeping Belldandy from being taken away.

The goddesses stop treating Heaven's rules as the solution and start deciding which rules are worth breaking. The circle resolves the immediate crisis, but Urd and Skuld still have to answer for using it.
Heaven responds to the spreading system failures by recalling Belldandy. The order gives her three days before she must return, even though the wish contract binding her to Keiichi is still in effect.
That contradiction is the point. The OVA has spent three episodes establishing divine rules as something almost automatic, and then shows that Heaven can still make an administrative decision that threatens the life those rules created. Open →The drag race gives Skuld a very human-sized way to attack a divine-sized problem. Keiichi is building the motorcycle under absurd time pressure while Tamiya and Otaki turn the whole thing into club-level chaos. Skuld, still hoping Belldandy will leave Keiichi and return with her, interferes with the race instead of confronting what Belldandy actually wants.
Keiichi wins anyway, but the important result for Skuld is not the flag. She has to watch Belldandy trust him through the interference and accept that her sister's attachment is not something a broken machine can solve.

Skuld stops treating Keiichi as a temporary obstacle and begins, reluctantly, to understand why Belldandy chose this life.
By the final episode, the sisters who spent most of the OVA interfering in opposite directions are working on the same problem. Urd refuses to accept Belldandy's recall as the end of the story, and Skuld uses the technical skill that once helped her sabotage Keiichi's motorcycle to calculate the Ultimate Magic Circle.
They know the magic is unauthorized. They also know Belldandy is running out of time. When they activate the circle anyway, the choice completes both sisters' small arcs: Urd's recklessness finally has the right target, and Skuld chooses Belldandy's happiness over bringing Belldandy back to Heaven.

They had met when Keiichi was a child and made a promise to one another, but divine rules made that promise unacceptable and Keiichi's memory of the meeting was sealed away.
That forgotten promise is bound to the same place where the later System Bugs gather. When the final crisis breaks the seal and Keiichi remembers enough to act on what was left unfinished, the recall can finally be reconsidered.

The OVA recontextualizes its entire romance. The first episode still matters, but the feeling that Keiichi and Belldandy recognized something in each other is no longer just romantic coincidence.
