Keiichi's impulsive wish binds Belldandy to him, but the OVA works because he never treats that as ownership. When she offers him one wish, his answer is less a carefully planned romantic confession than a lonely young man testing an impossible situation: he asks for a girl like Belldandy to stay with him forever.

Why it matters
The OVA starts its romance with an accident, but it does not leave the relationship there. The rest of the five episodes are about Keiichi and Belldandy repeatedly choosing what the wish first forced into existence.
Once Belldandy's Recall gives the relationship a deadline, Keiichi decides he wants to leave Belldandy with something real. He takes multiple jobs and pushes himself to exhaustion so he can buy her a ring before she is sent back to Heaven.

For a story full of divine systems and impossible magic, the emotional object at the center of the ending is something Keiichi earns with ordinary work.

The final episode reveals that Keiichi and Belldandy's connection did not truly begin with the wrong telephone number. They had met when Keiichi was a child and made a promise to one another, but divine rules made that promise unacceptable and Keiichi's memory of the meeting was sealed away.
That forgotten promise is bound to the same place where the later System Bugs gather. When the final crisis breaks the seal and Keiichi remembers enough to act on what was left unfinished, the recall can finally be reconsidered.
