Keiichi Morisato is a technically gifted but chronically unlucky college student whose life changes when a wrong telephone number reaches the Goddess Relief Office. Belldandy appears in his room and offers him one wish. Convinced that the whole thing must be a prank, Keiichi asks for a goddess like her to stay with him forever. The wish is accepted, and the supernatural Ultimate Force makes backing out impossible.

The five-episode OVA turns that setup into a compact romantic fantasy about two people trying to make an impossible relationship feel ordinary. Belldandy brings warmth and patience into Keiichi's life, while her sisters Urd and Skuld arrive with very different ideas about what the couple needs. Love potions, magical system bugs, motorcycle races and divine rules keep intruding on college life, but the emotional center never moves far from Keiichi and Belldandy choosing each other again and again.

Produced by Anime International Company and released from 1993 to 1994, this was the first animated adaptation of Kosuke Fujishima's long-running manga. Its final two episodes create an OVA-specific climax around Belldandy's recall to Heaven, giving the short series a complete romantic arc even though the larger franchise continued for decades.

College student Keiichi Morisato accidentally reaches the Goddess Relief Office while trying to order food and is stunned when Belldandy appears in his room. Offered one wish, he impulsively asks for a goddess like her to stay with him forever, and the wish activates the Ultimate Force that keeps them together. Keiichi is promptly expelled from his men-only dorm, so the new couple searches for somewhere to live and finds an abandoned temple. Their fragile new routine is complicated almost immediately when Keiichi's younger sister Megumi arrives in town.

Five months later, Keiichi and Belldandy have settled into life together, but neither has managed to say what their relationship really means. Belldandy's older sister Urd emerges through the television and decides that subtle encouragement has failed, bringing a love potion along on a beach trip. The potion falls into the wrong hands and creates a mess involving Sayoko before Belldandy finally answers Keiichi's feelings with a kiss of her own. Urd's interference earns divine punishment, leaving her stranded on Earth with them.

Belldandy's younger sister Skuld comes to Earth, furious that Belldandy has not returned to Heaven and convinced Keiichi is the reason. Keiichi is meanwhile building a motorcycle for a drag race after a rival club raises the stakes and treats Belldandy as part of the prize. Skuld sabotages the machine in an attempt to break the couple apart, but Belldandy's faith in Keiichi survives the interference. Keiichi wins the race and Skuld is forced to accept that her sister's attachment to him is real.

Strange system bugs begin appearing whenever Keiichi and Belldandy grow close, and the disturbances quickly reveal a much larger problem. Heaven orders Belldandy to return within three days, leaving Keiichi desperate to give her something lasting before they are separated. He takes multiple jobs to buy a ring while Urd and Skuld investigate the source of the malfunction and trace it to a cherry tree tied to Keiichi and Belldandy's past. The approaching deadline turns their quiet romance into a fight against a divine decision neither of them wants.

With Belldandy's recall imminent, Urd and Skuld attempt an Ultimate Magic Circle while Keiichi races to finish the ring he promised her. The magical crisis unlocks Keiichi's buried memory of meeting Belldandy as a child, when the two made a promise that Heaven later erased because it violated divine rules. Understanding why their bond has always felt familiar gives the present separation new meaning. The recall is finally rescinded, and Keiichi is able to give Belldandy the ring as the OVA closes on the relationship they have chosen to keep.

Urd

Supporting / Goddess and Older Sister

Belldandy's older sister arrives through a television set after deciding that Keiichi and Belldandy are moving far too slowly. Urd prefers direct intervention, questionable potions and theatrical advice to patience, which usually creates the trouble she claims to be fixing. Her punishment leaves her on Earth, where she becomes both an instigator and one of the relationship's fiercest defenders.

Supporting / Goddess and Younger Sister

Belldandy's younger sister is a gifted mechanic who comes to Earth determined to bring Belldandy home. Jealous of the time her sister gives Keiichi, Skuld initially treats him as a problem to remove and even sabotages his motorcycle. Beneath the hostility is a younger sister afraid of being left behind, and the OVA gradually lets her see why Belldandy made this choice.

Supporting / College Rival

A popular student at Nekomi who is used to commanding attention and is deeply irritated by the effortless way Belldandy changes the atmosphere around her. Sayoko becomes collateral damage when Urd's love potion scheme goes wrong at the beach. She is less a true villain than a reminder that Keiichi and Belldandy's unusual relationship still has to exist in an ordinary social world.

Supporting / Motor Club Senior

One of the loud, physically imposing seniors in Keiichi's motor club. Tamiya helps drag Keiichi into club projects, races and the kind of mechanical chaos that fills the spaces between divine crises. His bluster is part of the OVA's college-comedy backbone.

Tamiya's equally enthusiastic partner in the Nekomi motor club and another of Keiichi's upperclassmen. Otaki brings the same combination of mechanical obsession, loyalty and very loud advice. Together, the two seniors make sure Keiichi's human life remains chaotic even when the goddesses are behaving themselves.

Goddess System & Divine Rules

Goddess Relief Office

Keiichi is not searching for a goddess when he reaches the Goddess Relief Office. He is trying to order food. The accidental connection is treated as legitimate anyway, and Belldandy arrives through a mirror to offer the help the system has decided he qualifies to receive.

The office gives the OVA its wonderfully bureaucratic version of divinity. Miracles are real, but they come with jobs, rules, licenses, calls from Heaven and a system that records what has been granted.
Why it matters
Ah! My Goddess gets much of its tone from treating the supernatural as administration. Heaven can rewrite Keiichi's life, but it also behaves like an office that has procedures for doing it.

Ultimate Force

The Ultimate Force is the mechanism that enforces Keiichi's accepted wish. Once he asks for a girl like Belldandy to stay with him forever and Heaven approves the contract, circumstances begin bending around that condition. The most immediate example is Keiichi's dorm: instead of Belldandy simply being sent away, the situation pushes Keiichi out with her.

The Force is powerful, but the OVA does not treat it as mind control. It keeps the terms of the contract in place. It does not manufacture the feelings that grow between the people inside that contract.
How you can tell
When an outside condition would straightforwardly separate Keiichi and Belldandy, the world has a habit of resolving the problem in the direction of the accepted wish.

System Bugs

In the fourth episode, reality starts misbehaving around Keiichi and Belldandy. Bugs begin escaping through an exhaust port that opens when the two are too close, turning ordinary affection into a trigger for increasingly dangerous disturbances.

Skuld can catch individual bugs, but that does not solve the underlying leak. Urd and Skuld eventually trace the problem toward the sealed power connected to Keiichi and Belldandy's forgotten past.
How you can tell
The bugs are not random slapstick once episode four starts. Physical nonsense around the temple is the visible symptom of a heavenly system problem that has become attached to the couple.

Belldandy's Recall

Heaven responds to the spreading system failures by recalling Belldandy. The order gives her three days before she must return, even though the wish contract binding her to Keiichi is still in effect.

That contradiction is the point. The OVA has spent three episodes establishing divine rules as something almost automatic, and then shows that Heaven can still make an administrative decision that threatens the life those rules created. Belldandy initially softens the truth for Keiichi, but neither of them can avoid the deadline for long.
What changed
For the first time, the danger is not somebody interfering with the couple. It is the system that originally put them together deciding Belldandy has to leave.

Ultimate Magic Circle

Urd and Skuld's answer to Belldandy's recall is not an approved repair. They calculate and construct an Ultimate Magic Circle because the sealed energy feeding the system failure cannot be removed by their ordinary debugging work.

Using it without authorization is a serious violation, and both sisters know that before they activate it. They do it anyway because fixing the system has become inseparable from keeping Belldandy from being taken away.
What changed
The goddesses stop treating Heaven's rules as the solution and start deciding which rules are worth breaking. The circle resolves the immediate crisis, but Urd and Skuld still have to answer for using it.
