The ancient, perverted martial arts master living on a tiny island who invented the legendary Kamehameha wave after fifty years of concentration. Underneath his tropical shirts, sunglasses, and shameless antics lies the world's greatest living martial arts grandmaster. Disguising himself as "Jackie Chun" in the World Martial Arts Tournaments, Roshi enters the ring specifically to defeat his young pupils, teaching Goku and Krillin the eternal lesson that there will always be someone stronger in the world to strive against.

Goku finally meets an opponent who can answer almost everything he does. Jackie Chun mirrors the Turtle School techniques, survives the Great Ape disaster by destroying the moon, and still has enough experience left to win the final exchange by the smallest possible margin.
The Breakdown
The fight works because Roshi is secretly trying to teach while fighting for real. He needs Goku to believe the world is still larger than him, but he cannot fake the loss or the lesson means nothing. The result is Dragon Ball's first great 'winning is not the same as progressing' fight.
