King Piccolo understands the Dragon Balls better than most villains before him. He does not just make a wish. He restores his youth and immediately kills Shenron so nobody else can use the same system against him.
That single decision changes the problem from 'beat the villain and wish everybody back' to 'beat the villain while the reset button is gone.' The later reveal that Shenron can be restored only because Kami still exists quietly expands the divine side of Dragon Ball's world.

The franchise's signature safety net becomes part of the stakes instead of sitting outside them.
Episode 102 · Goku stops thinking
Goku finds Krillin dead immediately after the tournament and does exactly what his friends tell him not to do: he chases the killer while exhausted and furious. Tambourine beats him badly.
That failure matters. Goku's instinct has always been to run directly at the problem because being stronger usually makes that reasonable. King Piccolo's story repeatedly punishes that assumption. Roshi dies attempting the Mafuba. Chiaotzu is killed trying to stop Piccolo's wish. Shenron himself is destroyed after granting it.

What changed
For the first time, the Dragon Balls do not make death feel automatically temporary. The mechanism that normally repairs the damage is attacked too.

After killing Tambourine, Goku finally gets the enemy he actually wants. King Piccolo stops him cold. The gap is so severe that Goku is left with no meaningful answer and is abandoned as a corpse.
The Breakdown
This is the Tao lesson at a much darker scale. Rage has carried Goku to the correct target, not to the strength required to beat him. The story has to find another way to move Goku's ceiling before a rematch can even be plausible.
King Castle · Episodes 119–122
Goku returns after surviving the Ultra Divine Water and can finally trade blows with Piccolo's restored youth. Piccolo answers by attacking everything around the fight: hostages, the city, Goku's limbs, anything that can turn a straight contest ugly.
The Breakdown
By the finish Goku has almost nothing left functioning. He fires a Kamehameha downward with his remaining arm to launch himself upward and drives through Piccolo's body. It is not elegant. It is the original series turning every remaining piece of Goku into forward momentum.
