A kind, mechanically gifted student at Nekomi Institute of Technology whose spectacularly bad luck leads him to the one wrong number that changes his life. Keiichi's impulsive wish binds Belldandy to him, but the OVA works because he never treats that as ownership. He spends most of the story trying to deserve the relationship, whether that means building a motorcycle from scrap or working himself exhausted to buy Belldandy a ring.

Her confidence is useful and disastrous in roughly equal measure. Urd understands more about the divine system than Keiichi does, but she also believes intervention is usually better than patience. That makes her the sister most likely to create a crisis while sincerely trying to help.

Skuld Comes to Take Belldandy Home
Open →Skuld arrives on Earth with a much simpler opinion than Urd: Belldandy should come back to Heaven. She sees Keiichi as the person keeping her older sister away and initially treats their relationship as something that can and should be undone.

Skuld is not a romantic rival. She is a younger sister discovering that loving someone does not mean getting to decide where they belong.
By the final episode, the sisters who spent most of the OVA interfering in opposite directions are working on the same problem. Urd refuses to accept Belldandy's recall as the end of the story, and Skuld uses the technical skill that once helped her sabotage Keiichi's motorcycle to calculate the Ultimate Magic Circle.
They know the magic is unauthorized. They also know Belldandy is running out of time. When they activate the circle anyway, the choice completes both sisters' small arcs: Urd's recklessness finally has the right target, and Skuld chooses Belldandy's happiness over bringing Belldandy back to Heaven.

The OVA begins with Belldandy joining Keiichi's life. It ends with Urd and Skuld accepting that this life belongs to their family too.

Open →Urd decides that Keiichi and Belldandy need chemical assistance and brings a love potion into the beach trip. Predictably, the plan does not produce a clean romantic breakthrough. Sayoko gets pulled into the mess, Keiichi spends more time reacting to Urd's interference than expressing himself, and Belldandy has to sort out her own feelings amid the confusion.
The scheme fails as manipulation and succeeds as pressure. Once all the artificial pushing falls apart, Belldandy can answer Keiichi honestly.

Why it worked
Not because the potion worked properly. Urd's plan removes the couple's ability to keep pretending nothing is happening, and then Belldandy makes the important choice herself.
Skuld Sabotages the Motorcycle Race
Open →The drag race gives Skuld a very human-sized way to attack a divine-sized problem. Keiichi is building the motorcycle under absurd time pressure while Tamiya and Otaki turn the whole thing into club-level chaos. Skuld, still hoping Belldandy will leave Keiichi and return with her, interferes with the race instead of confronting what Belldandy actually wants.
Keiichi wins anyway, but the important result for Skuld is not the flag. She has to watch Belldandy trust him through the interference and accept that her sister's attachment is not something a broken machine can solve.
