The elderly, endlessly eccentric Chairman of the Hunter Association, first seen conducting the final interviews of the Hunter Exam with a mix of genuine wisdom and outright absurdity that makes it hard to tell how seriously he's taking any of it. Netero's laid-back demeanor hides one of the most dangerous fighters in the entire organization, though the 62-episode TV run only shows glimpses of what that actually means. As the man who ultimately decides who earns a Hunter License, he's less a mentor than a final gatekeeper, testing character as much as skill.
