The Four-Star Ball keeps pulling him deeper

Goku's personal objective is small: recover Grandpa Gohan's Four-Star Ball. He helps people the Army is hurting because that is what Goku does when the problem is directly in front of him, not because he has declared himself Earth's protector.

That distinction keeps the arc feeling like Dragon Ball. Jingle Village leads to Muscle Tower. A broken radar leads back to Bulma. An underwater Dragon Ball leads into General Blue. Each local problem keeps revealing another layer of the same organization.
Why it matters
By the time Goku reaches Red Ribbon Headquarters, he has effectively become the Army's greatest enemy without ever setting out to dismantle it.

One boy enters the headquarters

Goku attacks Red Ribbon Headquarters alone and starts tearing through the base faster than the command staff can process what is happening. Yamcha, Bulma, Krillin and the others eventually rush to help because they assume he must be walking into a disaster.

By the time they arrive, the disaster has happened to Red Ribbon.
What changed
This is the payoff to the arc's running mismatch of scale. The organization has bases, companies, vehicles and soldiers spread across the planet. Goku has become strong enough that none of that matters once he reaches the center.

Android 8 Refuses the Job He Was Built For

Hatchan · A Red Ribbon weapon that will not murder for them

Sergeant Murasaki releases Android 8 as the answer to Goku. Android 8 simply refuses to kill him.

That creates one of the earliest important android ideas in Dragon Ball: being manufactured as a weapon does not automatically determine what someone wants to be. Android 8 is powerful enough to hurt Goku, gentle enough not to, and brave enough to turn on General White when White attacks his friend.
Why it matters
Long before DBZ's Androids complicate the same question on a much larger scale, original Dragon Ball has already separated artificial creation from moral choice.

General Blue Is the Army at Its Most Competent

Submarine pursuit · Psychic restraint · Dragon Radar theft

General Blue follows Goku, Bulma and Krillin into the underwater pirate cave, survives the same hazards they do and nearly kills Goku with psychic restraint. Afterward he tracks them back to Kame House, steals their Dragon Balls and takes the Dragon Radar.

He still cannot account for Dragon Ball being Dragon Ball. The chase ends in Penguin Village, where Arale casually hits him hard enough to send him flying.
Why it matters
Blue makes the Red Ribbon threat feel persistent. He is not waiting in a tower for Goku to reach him; he pursues the heroes, learns from what they have and brings useful intelligence back to headquarters.

Mercenary Tao Changes the Problem

The Army finally finds someone stronger than Goku

Mercenary Tao is not another Red Ribbon commander. He is an outside professional hired because the Army's own structure has failed to solve one child.

That matters immediately. Tao kills Bora, defeats Goku and leaves him alive only because the Four-Star Ball absorbs the blast that should have finished him. For once, Goku cannot keep moving forward by treating the next Red Ribbon obstacle like the last one.

The loss sends him up Korin Tower, where Sacred Water turns out to be training disguised as a shortcut.
Why it matters
Red Ribbon accidentally pays for the opponent who forces Goku into his next major leap as a martial artist.
